Commissioner, Ed Board incumbents seek re-election

Several 2020 GOP primary battles already shaping up

Yes, it’s true that the 2019 local election season ended just one month ago. But the filing period for candidates running for in the 2020 presidential election year began on Monday Dec. 2, and the Dare County ballot is getting filled up.

For starters, the incumbents in local and state house races have already filed to run for re-election. That includes Republican District 1 State Senator Bob Steinberg, serving his first term in that post, and District 6 State Representative Bobby Hanig, a Republican also serving his first term in that job.

There is a GOP primary shaping up for that seat, since Kill Devil Hills resident Rob Rollason has filed to challenge Hanig. On his facebook page, Rollason describes himself as a “Conservative Patriot.”

Four seats on the seven-member Dare County Board of Commissioners are in play in 2020 and all four incumbents have already filed – Republicans Wally Overman (District 1), Bob Woodard (District 2) and Steve House (District 3) as well as Democrat Danny Couch (District 4).

There is also a challenger for House in the District 3 Republican primary, Kitty Hawk resident Paul Wright, who says he represents a new, anti-establishment Republican Party.

There are also four members of the seven-person Dare County Board of Education whose terms are up in 2020, including Ben Sproul, who is stepping down from that body after being elected Mayor of Kill Devil Hills in November.

Incumbents David Twiddy (At-large), Bea Basnight (District 1) and Mary Ellon Balance (District 4) have filed to run for their seats again. And Jen Alexander, who ran a spirited, but unsuccessful school board race last year, has filed for the District 2 seat being vacated by Sproul.

The filing deadline ends on Dec. 20, by which time there will be likely more competitive races in the offing.

Dare County Animal Shelter

Sealed bids for completion of the Dare County Animal Shelter will be received on February 11, 2020, in the Dare County Administration Building, 954 Marshall C. Collins Drive, Manteo, NC, for 01-Fencing, 03- Concrete, 04-Masonry, 05-Metals/ Steel, 06-Casework, 07-Roofing, 07-Caulking, 08-Glass and Glazing, 08-Doors, Frames and Hardware, 08-Overhead Doors, 09-Drywall, 09-Flooring, 09-Painting, 10- Specialties, 12-Furnishings, 21-Fire Protection, 23-Mechanical & Plumbing, 26-Electrical, 31-Sitework and 32-Landscaping.

This project will be bid and awarded in accordance with North Carolina law. Sealed proposals from Contractors will be received until 1:00 p.m. All bidders must submit for prequalification by 2:00pm on 2/3/2020. Bids submitted by non-prequalified bidders will not be considered. All bids will be opened and read aloud starting at 2:00 p.m. of the bid day. Bids must be delivered in person and on the supplied Bid Form and include a bid deposit worth 5% of the total bid value. Electronic and faxed bids will NOT be accepted or reviewed. All times are local prevailing times.

Bidding material, prequalification material, and complete plans and specifications may be obtained from the Whiting-Turner Building Connected site and will be available until the bid due date. The Whiting-Turner Contracting Company and Dare County reserve the right to reject any and all bids, waive informalities and irregularities in bidding, and to accept bids which are considered to be in the best interest of the County. The Whiting Turner Contracting Company and Dare County also reserve the right to require any bidder to submit information needed to determine if said bidder is responsible within the meaning of N.C. Gen. Stat. 143-129.
