Duck Town Council accepts manager’s resignation

Move comes after July 15 assault arrest

After nearly two hours of meeting in closed session, the Duck Town Council voted at a special July 24 meeting to “accept the resignation of Town Manager Chris Layton, effective immediately.”

The move comes after Layton had been placed on administrative leave following a July 15 arrest for two counts of assault on his assistant. After an arrest in his office, Layton had been released from custody on a $5,000 unsecured bond with a trial date set for Aug. 21.

Following the vote to accept Layton’s resignation, the council voted unanimously to appoint Joe Heard to the position of interim town manager. Heard was also appointed as the town finance officer on an interim basis.

    Hard to believe thst the vote wasn’t unanimous to accept his resignation. Makes you wonder! Courageous young woman standing up for herself and sadly, you added salt to the wound by publishing her name. It angers me that this type of behavior still exists in so many professional settings, and sadly is not reported by the victim for fear of retaliation.

    If I’m not mistaken, Mr Mooney’s dissenting vote was against allowing Mr Layton to resign rather than actually terminating him. That bit of information makes a huge difference.

    Sounds like Mooney wanted him fired and the other council members are okay with letting him go quietly.
    If I wasn’t guilty I would have stayed and fought for my job…unless of course he was guilty of assaulting his female assistant at work.

    These days it is guilty until proven otherwise if given a chance if everyone had an open mind.
    Due process is only a mirage as we slide down a slippery slope of eliminating statues, movies, mascots, books, everything that might offend someone somewhere.

    In many cases you can still receive benefits , like health insurance etc If you resign rather than be fired , also Unemployment benefits are not forfeited if you resign rather than be fired usually, as well as other similar “pros” to resign over the “cons” of being fired .

    Send him to portland or. Pos, great example of civility. If hes not guilty then why is he leaving. He needs to be fired so he cant use duck as a reference. And he need to get a job working by himself so he cant assault anyone else

    Thank you Mr. Mooney, you were right. He should have been fired, not allowed to resign…still gets a pension? What a farce.
