9 new COVID cases in Dare County

The Dare County Department of Health and Human Services reported 9 additional cases of COVID-19 on April 10, a modest uptick from what the county has reported in recent days. A majority of the new cases, 5 of them, involve individuals who are not residents of Dare County while 4 of them involve residents. In addition, 4 of the non-residents who tested positive for the virus are 17 years old or younger. All of the newly infected non-residents have been transferred to another county.

    Some comments here make it seem like Mr. Hovey’s “tresspassing” is a solitary activity over private land. Like he is sneaking through the bushes to get to the ocean. The area in question is a beach access EASEMENT! The question is whether that easement is intended for private use by the property owners of the small subdivision it is within or is it truly an access easement for the public. Sea Breeze is a public right of way, not private. The easement adjoins the right of way. The easement is used by all the guests and residents on the street. There are arguments for both sides, but, the recorded subdivision plat has no verbiage regarding “private” use only
