The milling and paving portion of NCDOT’s South Croatan Hwy resurfacing project is scheduled to begin on Monday, Feb. 6 commencing near the intersection of Gray Eagle St./S. Croatan Hwy. and proceeding northward. Work will be phased with the first phase spanning between Gray Eagle St. and Town Hall. The second phase will likely span from Town Hall to Jockey’s Ridge. Both phases are expected to be completed by Mid-May 2023. The third phase is anticipated to occur this fall to finish the balance of S. Croatan Hwy. up through to Eighth St.
The pipe replacement work will be conducted concurrently with the milling and paving work. The pipe work is also scheduled to begin Monday, Feb. 6 at each of the (3) replacement areas. Work will start with the W. Oak Knoll location for the pipe replacement and continue to Baltic St., with the Town Hall location being the last to be replaced. It is anticipated the W. Oak Knoll pipe replacement will be completed the week of Feb. 6 and the Baltic St. location completed the week of Feb. 13.
Southbound traffic flow is expected to be maintained during the pipe replacement activities, with northbound traffic being routed to S. Virginia Dare Trail in advance of the two locations. For the W. Oak Knoll location, northbound traffic is expected to be diverted to the signalized intersection at Adams Lane. For the Baltic St. location, northbound traffic is anticipated to be diverted at the Barnes St. signalized intersection.
At times, the pipe replacement in front of Town Hall may require a full road closure with southbound and northbound traffic diverted to S. Virginia Dare Trail at Epstein St. and Seachase Dr., respectively. It is anticipated this work may occur the week of Feb. 20, 2023.
Advance traffic messaging will be provided around the Whalebone Junction area and near Colington Rd. to alert motorists of the temporary change in traffic patterns. The project schedule is subject to change due to inclement weather or unforeseen circumstances that can result in construction delays.

they need to put reflectors on the lines between the lanes it is almost impossible to see the division of lanes at night if it is raining or foggy especially south of town hall it is soooo datk and also up in kitty hawk it s so dangerous the least they can do is use reflecting paint to paint the lines or something the blacktop is soo dark when there are no lights ..dangerous!!
