KDH outlines process for picking new commissioner

Selection to be made at Feb. 5, 2024 board meeting

New KDH Mayor John Windley outlined the selection process at the Dec. 11 meeting.

Following her nomination by the Dare County Republican Party’s Executive Committee on Nov. 9, the Dare County Board of Commissioners appointed former Dare Board of Education Member Bea Basnight on Dec. 4 to fill the vacancy on the seven-member board left by the October death of Commissioner Jim Tobin.

On Dec. 6, after a relatively brief discussion on the matter, the Manteo Board of Commissioners, by a 3-2 vote, selected Pioneer Theater co-owner Michael Basnight to fill the vacant seat on that seven-member board created when Commissioner Sherry Wickstrom defeated incumbent Mayor Bobby Owens in the November elections.

With a vacancy on the five-member Kill Devil Hills Board of Commissioners created when Commissioner John Windley ousted incumbent Mayor Ben Sproul in November, that body is taking a more deliberative approach to filling the seat.

According to information provided by the town, Mayor Windley outlined the following process for making that selection during the Dec. 11 board meeting when he was sworn into this new job.

Here are the steps that will culminate with a new commissioner selected on Feb. 5, 2024.
  • Notice of the Board of Commissioners’ (BOC) intent to fill the vacant seat will be made via the Town’s website, www.kdhnc.com, electronic distribution, and media releases.
  • Applications will be accepted by the Office of the Town Clerk until 5:00 p.m. on Tuesday, January 16, 2024.
  • The Town Clerk will forward applications to the BOC by January 22, 2024.
  • Between January 22, 2024, and the February 5, 2024, BOC regular meeting, members will review the applications and may contact applicants to obtain additional information or clarify any information submitted.
  • During the February 5, 2024, meeting, the BOC will use the nomination-and-ballot method to fill the vacant seat from the eligible candidates submitting applications.

According to the town, KDH staff is finalizing the application and submittal process, which will be offered on the Town’s website, www.kdhnc.com.  Once that is complete in the coming days, all information will be shared with the public and media sites.

The Basnight clan should go for the hat trick and put someone’s name in for the KDH opening.

Mark, can you provide a step by step process for what is meant by,”…the BOC will use the nomination-and-ballot method…”? Thanks…

Rick, I will check, but I assume the method will be the same one the Manteo Commissioners used. Names will be submitted into nomination by the KDH Commissioners and then the nominees will be voted on.
