Dare FY 2024-25 town budgets by the numbers

It’s budget season for the six Dare County municipalities who are in the process of approving their spending plan for the new fiscal year. To give readers some of the budget basics in each town, the Voice asked the six town managers to provide the proposed FY 2024-2025 budget and compare it to the budget for FY 2023-2024, which is about to end.

They also reported when the town council or board of commissioners would take a final vote on the new budget, provided the proposed 2024-2025 ad valorem tax rate and noted whether it represented any change from the current one, and named several new expenditures included in the new proposed budget.

The 2024-25 budgets vary in size from $6.7 million in Manteo to $41.2 million in Nags Head. And the only town to propose a change in the ad valorem tax rate was Duck, which raised it by 3 cents.

Kitty Hawk
  • Proposed FY 2024-25 budget — $11,957,726
  • Current FY 2023-24 budget — $11,519,710
  • Date of Town Council vote on the 2024-25 budget — June 3
  • No change in ad valorem tax rate in 2024-25 budget — .30 cents per $100 of valuation.
  • Some new expenditures in 2024-25 budget: replacement of in-car police laptops, single axle dump truck, Capital Reserve funding for fire truck replacement, Caterpillar backhoe replacement.

 

Southern Shores
  • Proposed FY 2024-25 budget — $12,773,492 (includes $2,918,777 fund balance appropriation.)
  • Current FY 2023-24 budget — $9,731,450
  • Date of Town Council vote on 2024-25 budget — June 4 or June 18
  • No change in ad valorem tax rate in 2024-2025 budget — .2348 cents per $100 of valuation
  • Some new expenditures in 2024-25 budget: Expanding multi-use path on west side of NC12; renovations to Town Hall; replacing a culvert with a cored slab bridge, significant repaving project.

 

Duck
  • Proposed FY 2024-2025 budget — $11,842,599 (Reduction from previous year due to FY 2023-24 funding for NC12 Resiliency project)
  • Current FY 2023-24 budget — $15,872,732
  • Date of Town Council vote on 2024-25 budget — June 5
  • Increase of three cents in ad valorem tax rate in 2024-25 budget — .25 cents per $100 of valuation, up from current .22 cents.
  • Some new expenditures in 2024-25 budget: Total merit-based salary adjustment pool of 6%; replacing two police vehicles; amphitheater lighting upgrades; Phase I of the design of new Public Safety facility.

 

Nags Head
  • Proposed FY 2024-2025 budget — $41,165,256
  • Current FY 2023-24 budget — $37,703,256
  • Date of Board of Commissioners vote on 2024-25 budget — June 5 or June 19
  • No charge in ad valorem tax rate in 2024-25 budget — .33 cents per $100 of valuation.
  • Some new expenditures in 2024-25 budget: 4% COLA raise for employees, additional 1% budget for new performance-based merit program; construction of housing for roughly 1/3 of seasonal Ocean Rescue staff; replacement of the Holden and Juncos Street beach access walkovers; replacement of 11 municipal vehicles.

 

Manteo
  • Proposed FY 2024-2025 budget — $6,690,975
  • Current FY 2023-24 budget — $7,838,596
  • Date of Board of Commissioners vote on FY 2024-25 budget — June 5
  • No change in ad valorem tax rate in 2024-25 budget — .3455 cents per $100 of valuation.
  • Some new expenditures in 2024-25 budget: New police officer; funding for improvements at Cartwright Park; 5% COLA increase for employees; matching dollars for CAMA access grant to redeck the pier at the Roanoke Marshes Lighthouse.

 

Kill Devil Hills
  • Proposed FY 2024-2025 budget — $26,936,579
  • Current FY 2023-24 budget — $24,770,168
  • Date of Board of Commissioners vote on FY 2024-25 budget — June 26
  • No change in ad valorem tax rate in 2024-25 budget — .355 cents per $100 of valuation.
  • Some new expenditures in 2024-25 budget: 4% COLA increase for employees, drainage improvements in several areas of Town; replacement of six police vehicles; five pickup trucks.

BIDDER PRE-QUALIFICATION REQUEST:

Barnhill Building Group has been selected as the Construction Manager @ Risk by the College of the Albemarle and is seeking to pre-qualify construction trade contractors to submit bids for the furnishing labor, materials, equipment, and tools for the new College of The Albemarle – Allied Health Sciences Simulation Lab (COA Health Sciences) located in Elizabeth City, NC. Please note: Only subcontractors who have been prequalified by Barnhill will be able to submit a Bid.

The project consists of the new construction of a 38,000-sf, 2-story expansion to the existing Owens Health Sciences Center and will house classrooms, labs, and a simulation lab. The site is just over just over 4.5 acres and is located on an active campus. This new construction will be a steel structure with a brick and metal panel veneer, curtainwall, and storefront glazing with a PVC roof membrane.
