Man arrested by Dare Deputies charged with discharging firearm to incite fear

Update: Kyle Lowery (M) of Greenwood, IN was arrested and charged with Felony Discharge firearm within enclosure to incite fear, Misdemeanor discharge firearm within 300 yards of any occupied residence, and Misdemeanor resist, delay or obstruct a public officer. Mr. Lowery is being held at the Dare County Sheriff’s Office Detention Center in lieu of a $65,000 bond.

Man who locked himself in camper taken into custody safely by Dare Deputies

The Dare County Sheriff’s Office released this report on the afternoon of June 17.

At 12:30 pm. today the Dare County Sheriff’s Office was dispatched to the 20000 block of NC 12 in Rodanthe for a shots fired call. A subject had locked themself inside a camper & a gunshot hole was found on the back of the camper.

After numerous attempts were made to make contact with the subject and no contact was able to be made, pepper spray was deployed, and the subject exited. The subject was taken into custody without incident and no injuries.

The National Park Service and the NC Highway Patrol assisted in the call. Thank you to all the citizens and visitors in the area for your cooperation during the incident.


Barnhill Building Group has been selected as the Construction Manager @ Risk by the College of the Albemarle and is seeking to pre-qualify construction trade contractors to submit bids for the furnishing labor, materials, equipment, and tools for the new College of The Albemarle – Allied Health Sciences Simulation Lab (COA Health Sciences) located in Elizabeth City, NC. The project consists of the new construction of a 38,000-sf, 2-story expansion to the existing Owens Health Sciences Center and will house classrooms, labs, and a simulation lab. The site is just over just over 4.5 acres and is located on an active campus. This new construction will be a steel structure with a brick and metal panel veneer, curtainwall, and storefront glazing with a PVC roof membrane.
