Every Fin Tells a Story: Tracking the Bottlenose Dolphins of the Outer Banks

On the morning of Sunday, July 26, the first sign of dolphins came the way it almost always does during a research survey on Roanoke Sound: people scattered along the boat’s rails, calling out the hour on an imaginary clock face to mark where a fin had broken the surface somewhere on the horizon.

For nearly two decades, a small team of volunteers has been building a detailed picture of a single population of bottlenose dolphins — not by tagging or netting them, but by photographing their dorsal fins, thousands of times over. The Outer Banks Center for Dolphin Research (OBXCDR) has documented more than 2,000 individual dolphins since 2008 using this method, known as photo identification, turning a volunteer-run research program into a long-term record of how these mammals live, move and change.

The center’s origins trace back to a tour boat. Jessica Taylor, now the organization’s executive director, moved to the Outer Banks in 2007 to work as a naturalist and mate with Nags Head Dolphin Watch, a commercial tour operation. It was a job that became her entry point into photo-ID research on the area’s bottlenose dolphins. By 2008, that research had grown into its own organization, which incorporated as the nonprofit Center for Dolphin Research and has held a research permit from NOAA’s National Marine Fisheries Service ever since.

“Having that permit ensures you are collecting valuable data and that the process is not harmful to the dolphins,” Taylor said. NOAA’s general guidelines for the public recommend viewing dolphins at sea from a minimum distance of 50 yards and for no more than 30 minutes at a time.

The labor and funding required for the work have always come from the community. The center itself runs entirely on volunteer labor — close to 30 people in all, according to Taylor. Its biggest fundraiser, an annual shrimp cook-off held the first Sunday of November, is marking its 17th year in 2026 and has funded the bulk of the group’s research activities over the years.

Taylor’s academic background is in marine science — she studied at Rutgers and Duke before working as a NOAA contract biologist studying dolphins along the Carolina coast. And over time, her role at the research center has evolved from designing and leading research activities to more of an oversight and advisory position.

Now much of the hands-on work is done by Barb Clark, who started as a volunteer in 2013. Today, she’s the center’s principal investigator and its expert at cataloguing fin markings. Dolphins are born with clean, unmarked fins; as they age, nicks, notches, and scars accumulate from wear, boat strikes, and even fights between males during mating season, and those marks become each animal’s signature.

After a survey, researchers download the day’s photographs and load them into FinBase, a database system originally developed by NOAA and now used by outside research programs. FinBase catalogues every dolphin’s photos, sighting history, and identifying attributes, like a chopped fin or a notch at the apex.

Another tool, FinFindR, scans the raw photos, automatically crops and traces each fin, and searches against FinBase’s existing images to produce a ranked list of likely matches. A researcher confirms the top match by eye, and the result — whether it’s a new dolphin or one already on record — gets logged into FinBase.

Roanoke Sound, in particular, sees more dolphin traffic than neighboring waters, according to Taylor, in part because it functions as a corridor connecting Oregon Inlet to other sounds nearby. Its shallow, easily navigated waters also happen to hold sound-producing fish like croaker, spot, and speckled sea trout, prey species that dolphins can track through echolocation.

“What I most want the public to understand,” Taylor said, “is that dolphins are an indicator species for the health of the sound itself, especially considering how much the Outer Banks economy depends on a healthy marine environment.” Their absence, she added, would be a warning sign. Every survey reflects that link, pairing dolphin sightings with environmental readings — oxygen levels, water temperature, and salinity.

The center’s work has yielded findings beyond simple headcounts. One study looked at social bonds by calculating how often specific dolphins were seen together, and found evidence of long-term pair bonds between some males. Taylor said the bonds likely offer both males protection from predators and better odds of finding food and mates.

Not every finding has fit expectations. Taylor pointed to one in particular: dolphins showing up, healthy and clearly at ease, in water nearly fresh enough to drink.

“The general literature suggests they are sighted in saltier water,” she said, “and that dolphins in fresh water appear unhealthy.” But in its own surveys, the center has actually observed large groups showing normal social and feeding behavior in water where the salinity is so low it’s basically fresh.

Clark, too, has her own observations about the dolphins’ behavior. “They amaze me in their ability to communicate among themselves,” she said, recalling one encounter in Shallowbag Bay where a dolphin repeatedly slapped its tail against the water, and shortly afterward, a number of other dolphins converged on that exact spot. The first dolphin had likely signaled the location of a feeding opportunity to the others.

On the July 26 survey, dolphins turned up in large numbers. At the Manteo Middle Ground in the northern part of Roanoke Sound, a group of 15, including some calves, was spotted heading north — tail-slapping, rolling, and leaping. Near Bodie Island, another group of 25 dolphins appeared on every side of the boat, prompting the survey’s designated photographer to call out, “We basically have the whole catalogue out here today.”

John Kerner, who owns Nags Head Dolphin Watch, captained one of his pontoon boats that day, donating his time and the boat to the survey. Kerner has built OBXCDR’s internship program directly into his business, giving interns paid naturalist work that helps make an otherwise unpaid research internship possible.

Syd Cole, one of this season’s interns from UNC Wilmington, works as a naturalist guide for Dolphin Watch tours, helping guests spot dolphins while teaching them about the local population and efforts to protect it. “The kids onboard tell me sometimes, ‘Now I want to be a marine biologist,'” Cole said. It’s the kind of moment, she added, that makes the work meaningful to her.
